DEI is Foundational for Rural Leadership

Rural leadership is often discussed as if rural communities are static and homogenous.

They aren’t.

According to 2020 U.S. Census data, nearly 1 in 4 rural residents is a person of color, 20% are aged 65 and older, and rural economies increasingly rely on immigrant labor, women-owned businesses, and multigenerational leadership. At the same time, many rural regions face leadership shortages, workforce gaps, and declining trust in institutions.

These realities make one thing clear: diversity, equity, and inclusion (DEI) are not “urban ideas.” They are essential leadership practices for rural communities that want to thrive.

Effective rural leadership requires:

  • Understanding who actually lives in the community—not who we assume does;

  • Designing policies, services, and systems that work for all people, not just the most visible or those with the loudest voices; and

  • Building trust across differences in places where leadership is personal and reputations matter

Research consistently shows that organizations and communities that prioritize inclusive leadership are more innovative, more resilient, and better positioned for long-term economic stability. In rural contexts—where resources are limited and relationships are everything—those benefits matter even more.

But here’s the recurring challenge: many rural leaders believe in inclusion, yet lack practical, place-based support for embedding DEI into everyday leadership, governance, and strategy.

That’s where ATB Consulting comes in.

At ATB, we work alongside rural leaders, organizations, and communities to make DEI an integral component of leadership—not a standalone initiative or a box to check. Our approach is grounded in:

  • Rural realities

  • Local culture and context

  • Data

  • Actionable strategies leaders can implement quickly and confidently

We help leaders move from good intentions to positive impact by building inclusive leadership practices that strengthen trust, improve decision-making, and support sustainable community development.

The future of rural communities depends on leadership that is inclusive by design, equitable in practice, and grounded in real places and real people.
